Is God xenophobic?

Is the God of the Old Testament xenophobic? Dawkins thinks so.

What exactly does Yahweh command on how to treat strangers and foreigners?

Not to oppress them.

What does God do for the strangers?

God preserves the strangers.

God loves strangers.

God will judge those who deprive justice to foreigners.

I will be quick to testify against sorcerers, adulterers and perjurers, against those who defraud laborers of their wages, who oppress the widows and the fatherless, and deprive the foreigners among you of justice, but do not fear me,” says the LORD Almighty.

Instead of God being xenophobic, in actuality, God can be considered to be xenophilic.
